Referendum O protects voter-approved statutes and permits the legislature to address problems, and by providing geographic distribution for the collection of signatures, more voters will be encouraged to get informed on the issues, supporters say.
Opponents said this undermines people?s right to petition and may not be sufficient to preserve voter-approved statutes from change by the legislature. Opponents say it would make it harder for grassroots groups to get initiatives on the ballot, limits the ability of citizens to respond to the action or inaction by the legislation on issues of importance to the voters and put citizens at a disadvantage because legislation can still weaken an initiative after it has been filed.
