Amendment 52 would divide the severance tax on minerals and mineral-fuels between the local and state severance funds. Any extra monies would go to the Colorado Transportation Trust Fund, and would be used for construction, maintenance and supervision of highways, with first priority going to the I-70 Corridor.

Supporters said this ensures a funding source for transportation and is a way to maintain the transportation infrastructure without raising taxes or creating polls.

Opponents said this diverts tax money from statewide water projects, and the legislation would take over the planning process, making the selection of transportation projects politicized.

Can anyone tell me why this is an amendment? The state government should do it's job by budgeting for items like transportation instead of passing that responsibility onto us.
